For manufacturers preparing for European market access under EU MDR and IVDR, one of the most common stumbling blocks is understanding the device identifier hierarchy. Specifically, distinguishing between a Basic UDI-DI and a standard UDI-DI causes frequent confusion during data preparation and validation.

While both identifiers are foundational to global compliance, they serve distinctly different purposes in regulatory databases like EUDAMED. Understanding this hierarchy is essential for building an error-free data architecture for your medical device udi portfolio.

What Is a Basic UDI-DI?

The Basic UDI-DI is the primary administrative key in European regulatory databases like EUDAMED and SwissDaMed. It is not printed on the physical packaging of a device, nor does it appear on barcode labels. Instead, it serves purely as a high-level regulatory identifier that groups together a family of devices sharing the same intended purpose, risk class, and core design attributes.

Think of the Basic UDI-DI as the umbrella under which specific product variants sit. It connects device technical documentation, Summary of Safety and Clinical Performance (SSCP) reports, certificates issued by Notified Bodies, and Declaration of Conformity documents.

Key characteristics of a Basic UDI-DI include:
  • It is generated using specific code structures provided by authorized issuing entities such as GS1, HIBCC, ICCBBA, or IFA.
  • It is strictly used for administrative, regulatory tracking, and documentation grouping.
  • It remains constant even when individual product models or packaging sizes change.

What Is a UDI-DI?

While the Basic UDI-DI operates at the regulatory group level, the standard UDI-DI (Device Identifier) represents the specific commercial product model. It is the static portion of a full unique device identification number that identifies a specific item level, packaging level, or product configuration.

Unlike the Basic UDI-DI, the standard UDI-DI is printed on physical labels, package materials, and encoded into scannable barcodes (along with the Production Identifier, or UDI-PI, which tracks lot numbers, expiry dates, and serial numbers).

Key characteristics of a UDI-DI include:
  • It uniquely identifies a specific device variant, model, or packaging configuration in the commercial supply chain.
  • It links directly to product specifications, storage conditions, and sterilization methods.
  • Any change to a core product attribute that affects safety or traceability typically requires issuing a new UDI-DI.

How the Hierarchy Works in Database Submissions

To visualize the relationship, picture a tree structure. The Basic UDI-DI is the main trunk, representing the broad product family. The individual UDI-DIs are the branches, representing specific models, sizes, and packaging configurations attached to that family.

When submitting device data to health authority databases, validation rules enforce this hierarchy strictly. In EUDAMED, for example, you cannot register a standard unique device identification number without first registering its parent Basic UDI-DI. If the attributes between the parent group and child identifiers do not align logically, the database submission gate will reject the entire dataset.
